TSA Screening Partnership Program (SPP)
Scope of Contract:
The TSA SPP program is an Indefinite Delivery, Indefinite Quantity (IDIQ) vehicle for airport security screening services to provide security screening of passengers and baggage at the airport, and to ensure the security of designated security areas. The SPP contracts security screening services at commercial airports to pre-qualified private companies. These companies run screening operations under federal oversight and must comply with all TSA security screening procedures.

How to Apply
- Airport operators wishing to join the SPP should complete the online application located on the TSA Screening Partnership Program website located at https://www.tsa.gov/for-industry/screening-partnerships
- Provide a copy of your application to the federal security director of your airport
- You will receive notification within 60 days

Contract Ceiling: $3.3 billion
Ordering Period: June 01, 2016 to May 31, 2026 (10 years)
Eligible Users: Open to all federally staffed airports in the United States that require security screening services that have gone through the application process.
Benefits:
- Shorter Wait Times During Peak Hours – Private companies have more flexibility with scheduling and staffing. They can set their own staffing targets and employ as many screeners as they deem fit to accomplish the mission.
- Increased Airline Satisfaction– If an airline needs to reschedule a flight to a non-scheduled time, private companies can accommodate this change as they have more scalability, flexibility, and adaptability in flight changes while maintaining consistent coverage to meet operational demands. TSA would not be able to support the screening due to scheduling limitations and lack of overtime hours.
- Continuous Screening – Private employees are not subject to government shutdowns, ensuring that there are no terminal closures due to being short staffed.
- Lower Cost – Private companies can set their own pricing model while offering competitive benefits to their screeners unlike federal employee requirements.
- Improved Customer Service – Private companies have more flexibility in developing community outreach techniques and programs to educate the public with their screeners. This allows for more positive exchanges with passengers and specialized attention to elderly and disabled passengers, and children.
